What is wrong with this picture?

It's 5:40am in Liverpool and I'm thinking; my homeland is going through some serious challenges at this point in its history and a thorough scrubbing is sorely needed. We are immersed in a vat of corruption, scandal, and incompetence; now, we're facing in full view of the world, a scourge that we have always known of over the years. And what is that you ask?

Simply put: grown, old men taking advantage of our young women. The picture you see above is that of the head of our State College, Dr. Donald Peters in a suggestive photograph with a young woman, a student, who could be his grand-daughter. The setting is a living room, so we can presume that this may have been taken at his house, or some other residential location the two may be comfortable with. She may be of consenting age, but Dr. Peters, euphemistically referred to as "The Panty Man", is at least three times her age.

This young lady, grasping a glass of wine, appears to have only a top on, and is leaning against a crusty old man who should be playing bingo instead. A pillow is well-positioned to conceal her lower extremities as well as Dr. Peter's hands, which are wrapped around her body. If you are to look at the mid-right section of the photograph, you will see Dr. Peters' arms coursing around the young lady's mid-section, and if you look at the lower-right section of the photograph, you will see what appears to be Dr. Peters' finger in an area where the young lady's behind would be positioned.

What would possess this wrinkled prune of a man to be caught in a photograph like this? Power. Dr. Peters exemplifies an epidemic of powerful men who wield that power to extract what they want from our most vulnerable, and that almost always is sex, or sexual favours. Want a scholarship? No problem. Here's what you can do to get it. That's how it works, and there's a ring of them. This man is not the only one, there are more, and we're on their trail.

We should not be surprised; it's been going on for generations with tacit approval from parents. And it's a symptom of the level of poverty that exists in Dominica right now. Growing up, we all knew of young women who were with older men, but it wasn't as prevalent as it is now. Today we're faced with a confluence of factors; high poverty, a reliance on handouts, a high cost of living, no employment prospects for our youth, the internet.

Yes, the internet. Whereas in the past we'd have to get our hands on videotape, magazines etc to be able to view pornographic material, the internet has brought that all to our fingertips. With parents unable to understand the technology their children are mastering, and with their children constantly wanting the latest gadgets, poor parents have abdicated their responsibilities in safeguarding their children from the ills of the world. With a constant need to make their children happy, parents have turned a blind eye to fancy phones, iPads and the like that their children bring home. The young lady at the center of this Pay-to-Play sex scandal had two cellphones; how does a 15-year old have two new cellphones without questions being asked?

And lately, thousands of tablets have been distributed to students by this government without any prohibitive software installed that would block websites that display pornography. What kind of education minister would allow the free distribution of an item that he should know would open up a world of illicit material if measures are not put in place to mitigate that? 


Note: We've been observing comments on social media about this commentary, mostly about whether the young lady in this photograph is of legal age or not and if she is, then there is nothing wrong with the image. Granted, valid questions, but friends, you're missing the point. The point is not about legality, the point is about the abuse of power, used ostensibly to extract favours from young vulnerable women. This photograph we found on the internet two days ago and in light of the current scandal engulfing Dominica, we felt the need to highlight what this photograph displays as the manifestation of the epidemic. It is fine for a young lady of legal age to be in this position? Yes it is. But what about the old crud? Legal, yes, but what is his rationale?

  6. EVERYTHING! EVERY POSSIBLE THING is wrong with this picture. I can't imagine the amount of victims that are out there, at least one for every semester of his career. Some married with family, their children may even be victims. These men have to be stopped. That violation of girls have to be stopped.
    On that note; I recall a few years ago when a young woman from Portsmouth talked about a priest molesting her as a girl, the whole country took up arms against her, even her family and friends and close members in the church made her out to be attention seeker. I also remember a young girl telling me how much she hated her grandmother because she didn't believe her when she told her that a high up family friend that they trusted so much has been trying to touch her. STOP SHUTTING UP OUR CHILDREN!!!

  7. i was at first in two minds of this pic but after thinking about it , i decided the story states that she is the age of consent...... end of story further more i am sure the person who wrote this story never wrote the same thing about Michel Douglas and Katharine zeta Jones,
    or any other star . because this guy is a politician and maybe on the opposition the story is out, i'm sure it has men of the same age on the other side doing the same thing ..... with that said anyhow she was under age then i would have a different view , i do hope it does not encourage men to go after young girls to take advantage at the same time, my problem is you just expose the girls business to the world and she is of consenting age,,,,

    1. I appreciate your concerns, but you miss the point. This is not about whether she is of the age of consent or not, it's about the abuse of power. Furthermore, I would really like you to explain what Katerine Zeta-Jones and Michael Douglas has to do with our country and the sexual abuse epidemic that is prevalent in our Dominican society. I never knew they were Dominicans; this blog is about us, so I would love to see the connection.

  8. The article is right, This man can't hold such a position in ANY US university again because of this behaviour. He has been unceremoniously dismissed from every institution. Saying she is an adult because she was barely 18 at the time the picture was taken is not justifiable. If he were some poor fisherman those of you endorsing it would be crying foul, but he is the head of the college,he has Dr before his name, money and influence so suddenly it's ok. When this wrinkled senior is done dragging her around to his delight, she expects a young man who has worked hard to wife her up and sip on the sap left behind by tired old men? She expects his family to be comfortable with her? Adults need to stick to adult stuff and allow young people to flourish and mingle with those of their own age period!!! He is a sick pervert. ONLY in Dominica would people accept the President of the College sleeping with little girls because they're 18 and over. Sick Society. Expose these vultures. If it was right, why would these girls need to defend themselves. Our young women need to learn to be satisfied with what has been provided for them, work hard and expect to take care of themselves one day. getting passed around like handkerchiefs by old men who are near the exist for a few dollars, lobster and cheap wine is not the foundation to happiness and relationship building.

    1. I am not a fan of DR Peters, but because he takes a photo, dates or have sex with a female of legal age of consent does not make him a pervert, nor is he breaking any laws. The young ladies have choice's of who they want to be with. Also so "flourish and mingle of their own age" is not exactly the win, win. The young men DA are always broke, unemployed, hanging out at the bus stop, or on the street corner. Even in big city like new york, the age of consent is 17. And is also time we have more adult, legal entertainment, in dominica, as in all the caribbean,ocs, caricom, countries

  9. This is not a symptom of poverty. From eternity and all over the world, rich countries, third world countries, old wealth men like, get, seek younger women and vise verser. It is not more prevalent now, it is just more visible because of social media and more accessible forms of media outlets.
    Consulting adults are free to do whatever they please in terms of their personal relationships. So if this doctor can get and date youger womens legally then more power to him. But if he is dating under age girls and is abusing his position and authority by offering favors in exchange for favors or threats for sexual services then he must be stoped.

    2. Wouldn't this Mr. Lowe be a deep flaw in the "age of consent" concept? If from a secular perspective the age of consent is 16 in Dominica or let's say if augmented to 18, then doesn't this leave these doors continuously open for old men with power, influence and wealth to take advantage of these naive and unsuspecting females?

Those who don't get the point of the article (or pretend that they don't) are those who don't understand concepts like abuse of power, conflict of interest, fiduciary responsibility, and so forth - let's pardon their ignorance! Those who go beyond the pretense, and actually engage in defense of that behavior are, in all likelihood, participants in that behavior. Let's pray that they don't remain 'anonymous' forever!

  13. Yes, two adults can do as they please. However, stop thinking like a 20 and think like a 45 year old. Say your daughter is...16, yes...she's legal but do you want this crusty old man...that can be YOUR father untop of your daughter? that just coming into life? probably her breast isnt even grown yet? wouldnt you want her to be 'experimenting' with life and sex with a boy her age? instead of a man that lived two lifetimes, finish pay a mortgage, probably had two STI's already? YES YES it's legal.
    Do you want when your 19 year old goes to the dean of a college for a real issue, for him to be sizing her up? or do you want him to take care of the issue. I swear you'll don't think, a man in such power cannot be just strolling around looking for the next best thing to sleep with. It's legal yes...but come on my people...lets use our heads.

  15. There is something wrong with the picture that the article does not address. The young lady was over the age of consent in this picture. She was also a student at the DSC when the photo was taken. The real problem with this photo is that the Dean of the college should not be mingling with the students. The real problem here is that this was never investigated and he remained as dean. The college BOD should have investigated this man and he should not be allowed to remain in his position to prey on more students. Thats the problem with the photo.

    1. EXACTLY. The reason it wasn't addressed in the write-up is because the intention was to prompt debate on what is visible and determine the ethics involved. We're aware that the young lady was over the age of consent, and if she wanted to have an older man that's her prerogative, but all that was not the point. The point is what you have astutely alluded to; a dean of a college fraternizing with one of his students with no repercussions. That suggests that it is a customary thing. If a powerful man like this, holding the position that he continues to hold, feels secure enough to allow himself to be in a photograph like this, it then stands to reason that he is seasoned at this, and that it may be going on for some time without anyone questioning the ethics of it all. I want to Thank You for bring this to the fore.

  16. It is good that these issues are being brought to the attention of the people of Dominica. But WHO exactly is at fault in this case? Is it not the values that one teaches in the home that leads a young person to make good or bad choices? Too often I hear Dominican parents tout the accolades of their children...my son/daughter is a doctor, lawyer, engineer, computer scientist etc. However, I wonder how many of these parents sit with their children on a daily basis and discuss the importance of making good decisions and leading a moral and ethical lifestyle? Aren't these values more important than academic accomplishments? Is Dominica really so poor that people have to resort to these types of situations for financial benefit? How many parents are afraid to talk to their children because their own lifestyle is not an example? How many fathers have abandoned their families and left their children to fend for themselves? How many fathers in Dominica teach their boys to be decent men and spouses rather than womanizers?
    These, my dear people, are the issues we need to discuss in Dominica from the day a child is born.

  19. Eventually women can make their own decisions I think. The question should be is she happy and were they both consenting adults. However, a photo might not be telling what you're observing.
